When do I actually need to go live?

Accepted Answer

It depends on your annual revenue and entity type. Large businesses (AED 50 million or more) must appoint an ASP by 30 October 2026 and go live by 1 January 2027. Smaller businesses have until 31 March 2027 to appoint an ASP and go live by 1 July 2027. Government entities must appoint an ASP by 31 March 2027 and go live by 1 October 2027. Are free zone companies included?

Yes. Free zone entities that fall within scope follow the same ASP appointment and go-live requirements as mainland businesses, with no blanket free zone exemption and regardless of VAT registration status.

Are consumer-facing (B2C) transactions included?

Accepted Answer

Not yet. B2C transactions are currently excluded from the mandatory e-invoicing scope. B2B and B2G transactions are the initial focus, and B2C may be added later through a separate Ministerial Decision.

What happens if I miss my ASP appointment or go-live deadline?

Cabinet Decision No. 106 of 2025 sets specific administrative penalties: AED 5,000 per month or part thereof for failing to implement the e-invoicing system by your deadline (including failing to appoint an ASP); AED 100 per invoice, capped at AED 5,000 per calendar month, for the issuer failing to issue and transmit an e-invoice on time (the same structure applies to credit notes); and AED 1,000 per day of delay for the issuer or recipient separately failing to notify the FTA of a system failure, or for either party failing to notify their ASP of changed registration data. These penalties do not apply to businesses participating in the voluntary phase.

Is this the same as VAT invoicing I already do?

No. E-invoicing is a transmission and reporting requirement layered on top of existing VAT rules: invoices still need to be VAT-compliant, but they must now be issued in PINT AE format through an ASP and reported to the FTA, rather than emailed as a PDF or handed over on paper.

Is there a voluntary phase before my mandatory deadline?

Yes. From 1 July 2026, any business can voluntarily opt in to e-invoicing ahead of its mandatory deadline, and a Taxpayer Working Group of selected large businesses is piloting the system directly with the Ministry and FTA from the same date. Voluntary participation is a good way to test your ASP integration before you are required to.

Do non-resident businesses need to comply?

Yes. A non-resident business that is VAT-registered in the UAE and issues UAE tax invoices falls within scope, even if it has no local office. It needs a UAE-accredited ASP just like a resident business, which usually means bridging its overseas accounting system to that ASP.

We have a VAT group with several TRNs. Does each one need its own ASP setup?

Each TRN in a VAT group is generally its own ASP relationship, since most ASPs price and onboard per TRN rather than per group: a holding company with five subsidiaries may need five separate integrations unless it negotiates a group agreement. Separately, the Ministry of Finance has introduced a 24-month grace period for transactions between entities in the same VAT group, so those internal transfers are not subject to full e-invoicing reporting until 2029.

Can I switch ASPs after appointing one?

The published rules require you to have an accredited ASP in place by your appointment deadline, but do not lock you into that provider permanently: businesses can move to a different MOF-accredited ASP later. Since invoice data and integration work is provider-specific, switching still involves a re-integration effort, so it is worth choosing carefully the first time.

Does my existing accounting or ERP software need to change?

Your system does not need to be replaced, but it needs to be able to export the fields an ASP requires (TRN, VAT amounts, line items, buyer details) and connect to that ASP's integration method (API, file upload, or a built-in connector). Most mainstream accounting and ERP platforms are adding UAE e-invoicing connectors ahead of the mandatory dates, so check with your vendor or your ASP which integration path they support.

What is the Peppol 5-corner model, in plain terms?

It is the technical path your invoice takes: your business (corner 1) sends invoice data to your ASP (corner 2), which validates it and passes it to your buyer's ASP (corner 3), which delivers it to your buyer (corner 4). Both ASPs also report a Tax Data Document straight to the FTA (corner 5) in near real time, which is what lets the FTA see transactions without you filing anything extra. The e-invoicing mandate is about how you issue and transmit tax invoices, not about which supplies carry VAT, so zero-rated supplies (which still require a tax invoice under UAE VAT law) fall within scope, while wholly VAT-exempt supplies generally follow the same exemption logic they already do for invoicing. If you are unsure whether a specific supply needs a tax invoice at all, that is a VAT question to confirm with the FTA or a tax agent, independent of the e-invoicing format itself.

Do I need to comply if my business isn't VAT-registered?

Yes. The Ministry of Finance's official guidelines are explicit: e-invoicing is mandatory for any Person conducting business transactions in the UAE, regardless of VAT registration status, unless specifically excluded (for example B2C transactions, certain government or airline transactions, or VAT-exempt financial services). If you don't already have one, you'll need to register with the FTA for a Tax Identification Number (TIN) to take part.

How quickly do I need to transmit invoices, and what if something breaks?

Electronic invoices must be transmitted through your ASP within 14 days of the transaction date. If the Electronic Invoicing System fails on your end, you and your ASP must notify the FTA within 2 business days of the failure.

How long do I need to keep my electronic invoice records?

Generally 5 years from the end of the relevant tax period (7 years for real estate-related records), plus an extra 4 years if you're in a dispute or under audit with the FTA. Your ASP can store these on your behalf, but the legal retention obligation stays with you.
